The Housing Strategy is a shared document for the Council and its partners, which include housing associations, private landlords, charities and voluntary groups, housebuilders and other organisations.

    The Local Development Framework contains a portfolio of Local Development Documents (LDDs). Local Development Documents are generally Development Plan Documents (DPDs) or Supplementary Planning Documents (SPDs). 

    Supplementary Planning Documents (SPDs) cover a range of issues and provide further explanation or detail as to how a policy in a Development Plan Document (DPD)should be implemented. SPDs are consulted on in draft form but are not subject to independent examination.

    SPDs will be a material consideration in making decisions on planning applications and will therefore carry significant weight in decision-making.

  22. Design Quality Supplementary Planning Document

    The Design Quality Supplementary Planning Document (SPD) will build on relevant Core Strategy and Development Management policies to develop a foundation for driving up the standard of built development in the Borough. As well as giving a clear basis for decision making it will serve as a guide to developers as to what standards Copeland is looking for. It will also give updated guidance on the technicalities of planning applications, such as Design and Access Statements and ‘Building for Life’ standards.  Its aims are to encourage development which reflects Copeland’s distinctive character, and to foster creative modern architecture which enhances our towns and villages, rather than clashing with them.

  23. Site Allocation: Sustainability Appraisal

    We are now embarking on the process of producing a site allocation plan. This will allocate the land which will form the Borough’s development land portfolio for the next 15 years. It will be subject to at least two stages of public consultation, and public examination by a Planning Inspector. When finished, it will sit alongside the Core Strategy and Development Management Policies to form the Copeland Local Plan 2013-2028.

    The plan must be subjected to a Sustainability Appraisal, to make sure it will have the right environmental, economic and social impacts. This draft Scoping Report explains the process, and has been submitted for comment to the three statutory bodies- Environment Agency, Natural England, and English Heritage – who oversee the process.
